Last year, Pakistan had proposed the designation of four Indian nationals under the United Nations 1267 Sanctions List, namely Venumadhav Dongara, Ajoy Mistry, Gobinda Patnaik, and Angara Appaji. These individuals were financing, sponsoring, and organizing terrorism inside Pakistan by providing financial, technical, and material support to terrorist groups including TTP, Jamaat-ul-Ahrar, and others.

Two days back US vetoed the move to designate an Indian national “Venumadhav Dongara” as a terrorist at UNSC. As per the officials, Venumadhav Dongara was working as an engineer in Afghanistan with an RPG group company. He was using its work as engineers as cover to provide financial, technical, and material support to terrorist groups including TTP, Tariq Gidar Group, Lashkar-e-Jhangvi, and Jamaat-ul-Ahrar. He was the main suspect in the Peshawar airbase attack last year.

As per the statement “The Secretariat wishes to inform the members of the Committee that the United States has objected to the proposal (S/AC.37/2019/COMM.103/Add.4, attached).”

In September 2019, the move was put on technical hold by the US “Seeking more evidence”.

“We are disappointed that Pakistan’s proposal to designate Venumadhav Dongara as a terrorist has been objected to. Pakistan hopes that the listing requests of other three Indian nationals will be given due consideration by the UNSC 1267 Sanctions Committee in an objective and transparent manner,’’ said a Pakistan Foreign Office statement.
